Transfer of Rights pop-up like for the PTP and open enrollment

It would be nice if a feature could be built in for a pop-up reminder box if a student is 17 or 18 that the transfer of rights document(s) should be created and sent, similar to the open enrollment pop-up reminder box or the PTP pop-up reminder box.
