Changing the order of IEP items

Would it be possible to have a function that allows the order of the items in the Supplementary Aids and Services and the Goals section to be changed without staff having to delete and re-type them where they want them?  Often, these sections are typed on the fly during the IEP meeting, so they aren't usually in the correct order and currently require staff to delete and retype the info.
