Program Summary page-disability-related needs

Would be nice to be able to select any (as many as are applicable) disability-related needs in the Program Summary page regardless of whether or not they are selected on the Goals page. There are times when a service may only be tied to a need and not a goal, but if the need is tied to a goal on the previous page, you are not able to select in on the Program Summary page.
